Can someone help me remember a Billy Joel song?

It was probably late 80s/early 90's. The music video was, I think, filmed in a car garage, I was never a huge Billy Joel fan, but this song was totally awesome. All I remember was the beginning - "1,2.3.4,,,,"

Wasn't a garage, but it was a a street level production. My favorite Billy Joel song. I guess I could relate to his sound back in the day....
