We all marvel at the way things have changed since then.

It first aired in 1999, the Bill Clinton era of peace and (relative) prosperity. A year before sElection 2000, and two years before 9/11/2001. It was not only a different time, but almost a different world.

The Repubs proved themselves throughout the 1990's to be feckless, regressive, petty, and selfish. But at that time, the most recent GOP President was the relatively moderate, experienced, qualified George H. W. Bush; a man who now looks like a fever-dream of rational moderate Republicanism.
