Anyone hear about this? Recall Sheriff Joe Arpaio meeting?

Just saw this posted on Facebook.
I'm hoping for some insight, I have not been here in Tucson for a year so I'm not really sure on all the background on this kind of stuff.

Maricopa County is around Phoenix and this meeting is in Tucson. Don't know if they can do anything about him there.
