Governor Ducey issues executive order banning vaccine passports in Arizona

The way I read this he's banning the State's Governments from doing requiring these,,,, He cannot ban private businesses,,, correct?

2. I do not think they can ban a business from requiring safety measures

though it will undoubtedly have to be litigated, as usual.

3. Ducey's executive orders have been performative bullshit

It seems that for the most part private businesses have been ignoring his declarations and keeping mandates and such in place. Yesterday he revoked the mask mandate for schools (unless the school said otherwise) - and with one exception that I saw, they all ignored his declaration.
