House passes bill criminalizing improper gun storage in motor vehicles

HARTFORD — The House approved a bill Wednesday that would criminalize the storage of handguns in vehicles unless properly secured, as it seeks to prevent firearms being stolen from cars and sold or used in crimes.

Although the initial bill called for the penalty to be a Class D felony, punishable by up to five years in prison and a maximum of a $5,000 fine, Democrats took into account Republicans’ concerns and lessened the penalty.

The roughly five-hour debate included a lengthy delay, during which Republican and Democratic leaders tried to bring the discussion to a close. Republicans offered the last of three amendments to make the first offense a Class A misdemeanor and any subsequent offenses a Class D felony.

The amendment passed on a voice vote and the bill ultimately passed on a 98-48 vote. It now awaits action in the Senate.
