Even though the return envelope doesn't indicate postage required, I'm assuming postage is required. Is the rate .45 or extra for the over-sized envelope?

I have a mail meter at work and weighed my daughter's envelope and it came up as $0.45

but this state has a ton of amendments in additional to locals running for office.
