Spoke with him on the phone a couple weeks ago. Miller was the representative that Shipley defeated in 2018.

Miller said that Shipley's election was kind of a flukey bit of mistaken identity. Apparently there is another highly respected Jeff Shipley in that district and for some reason many voters thought it was the good Jeff Shipley they were voting for.

Miller is a solid Dem and he has a great chance of winning now that it has become quite clear who Jeff Shipley is.
