Not sure what it means either. Schlingen is a sling, but siepen is not in my German-English dictionary. Babelfish cannot translate it either. Maybe it used to be sieben. Seven slings (for seven brothers?).

I wish him well, and it is good to have a candidate. One down, I guess, and three to go.
