Bill would exempt students from spanking
BATON ROUGE -- Rep. Franklin J. Foil, R-Baton Rouge, said he was surprised when he picked up the phone and Gov. John Bel Edwards’ office was on the other end, asking if he would consider sponsoring a House bill.
The measure, which Foil would later pre-file as HB79, would prohibit corporal punishment for students with exceptionalities – excluding gifted and talented students—in Louisiana public and charter schools.
“I was surprised that that was even allowed under our law,” Foil said.
Under current state legislation, each school system can develop its own corporal punishment policy. Though HB79 would keep the existing law in place, for the most part, Foil’s bill would exempt students with disabilities from the equation. It would require teachers to employ other forms of discipline with those students.
