State investigation into Detroit mayor's office, deleted emails results in no charges

Michigan Attorney General Dana Nessel announced Wednesday that a nearly two-year criminal investigation into the conduct of Detroit Mayor Mike Duggan's office concerning a local prenatal health care program will not result in any criminal charges.

The investigation focused on the deletion by city staffers of about 150 city emails and the propriety of the city's partnership with the program, Make Your Date.

The finding could be seen as a political win for Duggan, who is ramping up in his bid for a third term, a feat that could make him the city's longest-serving mayor since Coleman Young. Among his opponents is Anthony Adams, who served as deputy mayor to former Mayor Kwame Kilpatrick.

While Nessel acknowledged the investigation found unethical behavior, she said at a news conference that the findings did not support a criminal prosecution. Nessel said her office concluded that the deleted emails were not actually destroyed under Michigan law because the city's IT department eventually recovered the emails — months after they were initially deleted — and later posted them online.
