DOI probing whether criminality or incompetence led to 911 troubles

The city’s top investigator is probing whether criminal activity or simple incompetence led the new 911 system to fall off track.

“It’s premature now to tell whether we are going to find incompetence, misconduct, or some type of criminal activity,” Department of Investigation commissioner Mark Peters said Thursday at a City Council budget hearing.

Mayor de Blasio ordered the DOI probe and a 60-day halt to the overhaul of the 911 system, which has fallen years behind schedule and gone almost $1 billion over budget.

Peters said he asked City Hall for documents related to the project Tuesday. He said that after reviewing reports on the CityTime debacle, he wants to know why the city keeps going astray on tech contracts.
