Retro pay stalls contract talks between city, principals union

Principals union president Ernest Logan on Tuesday urged the city to resolve what he calls "a major stumbling block" over retroactive pay for his members as the two sides hit another snag in their ongoing contract talks.
The sticking point between the city and the Council of School Supervisors & Administrators (C.S.A.) is over back pay for 1,900 educators who were promoted from teaching positions to assistant principals or principals since 2009, the first year for which the newly ratified United Federation of Teachers takes effect.
U.F.T. members who were promoted to supervisory positions after 2009 will miss out on the retroactive pay that was promised to teachers in the teachers' contract, Logan said.
The union has been without a contract since March 2010. Logan, who estimated each of the 1,900 educators is owed up to $54,000 in retroactive pay, said he has "expressed his displeasure" to the administration, and called the conflict a "moral issue."
