Forest City tries to take control of Atlantic Yards factory

With construction stalled on the first residential building at Atlantic Yards, developer Forest City Ratner Cos. on Thursday moved to take over the factory where the tower’s modular units are assembled but was quickly rebuffed by its estranged partner.

Work at the Brooklyn Navy Yard facility stopped last week as a months-long dispute between Forest City and the partner, Skanska USA Building, took a public turn.

Skanska, which is both general contractor and managing partner in a joint venture that runs the factory, issued a stop-work order and furloughed 157 employees. The companies sued each other in state court this week, blaming the other for cost overruns that have plagued the development process for the building, known as B2.

Forest City said Thursday it had been barred from the factory since it was closed and believes it should be allowed to take over operations there. In a letter to Skanska, Forest City chief executive MaryAnne Gilmartin asks the company to hand over the keys—at least until the two sides can hash it out in court. The companies, through subsidiaries, are partners in a joint venture that runs the plant.
