Zephyr Teachout says she’d roll back property-tax cap

Gov. Andrew Cuomo’s primary challenger on Friday said she would move to roll back one of Cuomo’s top initiatives from his first term: the state’s property-tax cap.

Speaking on public radio’s “The Capitol Pressroom,” Fordham Law School Professor Zephyr Teachout said she isn’t in favor of the cap, which limits the annual growth in property taxes to the lower of 2 percent or the rate of inflation, with various exceptions.
