Sources: Espinal won’t support ban on horse-drawn carriages

Councilman Rafael Espinal, chairman of the consumer affairs committee, plans to announce Wednesday his opposition to Mayor Bill de Blasio’s campaign promise to ban horse-drawn carriages in Central Park, sources told Capital this afternoon.

Espinal's committee has the power to submit to the full Council any legislation regarding the Central Park horses.

The Brooklyn Democrat’s staff sent an email to reporters this afternoon announcing that Espinal would hold a press conference Wednesday afternoon on the steps of City Hall to clarify his position on the issue.
