City Council vote to ban horse-carriage industry may be delayed to 2015

The City Council speaker said Wednesday that she didn’t know if legislation to ban the horse-carriage industry would be voted on this year.

The comments by Speaker Melissa Mark-Viverito (D-Manhattan) represented another potential setback to animal rights activists clamoring to banish the horses from city streets.

Mayor de Blasio had vowed during last year’s election to abolish the industry within a week of his inauguration.
