Daniel Donovan, Staten Islands district attorney, has already decided to run in the special election to replace Rep. Michael Grimm, according to Guy Molinari, the influential Staten Island Republican and former borough president.
Donovan, a former chief of staff to Molinari, issued a statement earlier on Tuesday that said he is "seriously considering" a run.
Molinari said hed spoken with Donovan directly, and that the D.A. had informed Molinari of his decision.

I.e., can another Democrat or Republican run if not selected by the party committees?
