Tapes: Skelos wanted to run against Cuomo after fracking decision.

But perhaps Mr. Skelos’s top priority toward the end of his career, persuading Mr. Cuomo to lift the moratorium on high-volume hydraulic fracturing, proved not only a political failure but became an element in the federal case against him. Mr. Skelos and his son were counting on the governor lifting the moratorium, because it would have been a boon to a company that had hired Adam Skelos.

In December 2014, after Mr. Cuomo announced he wouldn’t lift the ban, Mr. Skelos and his son lamented the decision in a wiretapped phone call. Almost one year later, a recording of the exchange would find its way into federal court.

“How do we beat him in an election?” said Adam Skelos, referring to Mr. Cuomo.

“We will,” Dean Skelos replied. “I’m going to run against him.”

“I would be so proud if you kicked his ass,” Adam Skelos replied.

“Yup. Yup,” said Dean Skelos. “I’m going to do it.”
