19th Congressional District question

As of 2023 the district changes. The current winner in the election for that district, Marc Molinaro, does not live in the new district, so how can he serve? How is this allowed?

Reps have to live in the states they represent but not the district. This is because districts are often redrawn

She no longer lives in the district after the changes, said she'd move if she won. I was hoping she'd be spared the inconvenience.
