This is wrong

I don't see how it is allowed to run for office that you don't live in. I actually think maybe they need to have a requirement that you live FULL TIME in the place you want to run for office. Once you are in the Federal House and Senate, you must keep your home in the state you were elected and required to live in it during recesses. This might alleviate the politicians "forgetting" where they came from.
