3. Easy "no" in most cases

For instance- it might sound reasonable to put vacancy appointments into the hands of a less-partisan process...

... but it’s really an attempt to take it out of the hands of a Democratic governor where the legislative supermajority could ensure another republican.

The plan is to use it to establish fetal personhood as a lead up to making abortion illegal on the state level.
