They've had three deaths and barely 100 confirmed cases. If anywhere in the country can gradually "reopen", they're on that list.

IMO they may need to follow their neighbors lead. Alamance County has stated that this is their position - they don't want to re-open in a hurry if next door Guilford County and Orange County are going to remain closed.
