Bill could provide relief for cities from disabled veteran property tax exemption

The passage of a bill in the 84th Texas Legislature could provide relief for several area cities disproportionately affected by the 100 percent disabled veterans property tax exemption.
Senate Bill 1368, filed in March by Sen. Troy Fraser, R-Horseshoe Bay, garnered Senate approval April 22 and now awaits action in the House. If passed, the bill would aid in filling the gap in county and city coffers that are disproportionately affected by property tax exemptions for 100 percent disabled veterans or their surviving spouses.

More than 3,650 disabled veterans and 203 surviving spouses of disabled veterans call Bell County home, according to Marvin Hahn, Bell Countys chief appraiser. The exemptions are valued at $550.18 million, resulting in a $2.32 million loss in ad valorem taxes based on the 2014 property tax rate.
A section was added to the tax code in 2009 requiring an exemption of the total appraised value of veterans residences if they have a 100 percent disability rating. Two years later, the same exemption was granted to surviving spouses.
