Mayor of Refugio Arrested on Drug Charges
The mayor of Refugio has been arrested on drug charges. Joey Eaves Heard is facing three charges, including a third degree felony.
Heard has been charged with possesion of a controlled substance, which is a Class B misdemeanor. He is also facing a charge for possesion of a dangerous drug, a Class A misdemeanor. The third degree felony charge he faces is for prohibited items in a correctional facility.
Heard is currently being booked in the Refugio County Jail. He was elected in 2013.
