Actually House Republicans and Democrats got in a scuffle on the House floor in 2017. When I looked at the video of him afterward, Poncho looks sweaty etc at the 2:08 mark. He must have been using cocaine for quite awhile. This is really sad because Poncho was a rising start in the Texas Democratic Party. He was even chair of the Homeland Security Committee.
