According to Abbott, first-time violators will be issued a warning. If violated a second time, a $250 fine will be issued, said the governor.

the Mayor issued mask and stay at home orders, that they would not enforce them.

So I am not to hopeful that the threat of a $250 dollar fine will do anything more than act as lip service. Lots of our police here are just as christofascist as anyone else. I'm thinking that warnings are all that will be offered, but I fear that people will start fights and lash out with violence because they feel like their rights are being infringed upon and the anti-mask crowd will not be wearing masks.

I hope it works, but I remain skeptical because we waited to long and the message is muddled and anti-maskers now feel emboldened.
