President Donald Trump moved Tuesday to bar people in the U.S. illegally from being counted in congressional reapportionment, the process of redistributing seats in the U.S. House based on changes in state population in the decennial census.
If the effort passes Constitutional muster, it would rob states like Texas, with high numbers of unauthorized immigrants, of representation in Washington, according to redistricting and demographic experts.
A memorandum signed by Trump says respect for the law and protection of the integrity of the democratic process warrant the exclusion of illegal aliens from the apportionment base, to the extent feasible and to the maximum extent of the Presidents discretion under the law.
This is like a declaration of war on Texas, said Michael Li, senior redistricting counsel at New York Universitys Brennan Center for Justice. If they figure out a way to do it, it will be an utter disaster for the state.

(2,113 posts)I remember the Census questions as being very vague. The specifics, as I recall, pertained to how many people in the household and ethnic origin(s) of those persons. Nothing else of significance that would serve as identifiers. (Can't remember - did they even ask for names?)
Anyway, my question is this: How will they know who is legal & who isn't?
