3. A Lot Of States Probably Do This

That's why holding state legislatures and Congress in Republican hands is so important. They get to decide where the tax money goes (and obfuscate their tracks). It's why I've been saying there should be some controls to prevent areas from receiving more tax revenue than they generate (keep tax money local).
