It's one of those Texas law things, where the judicial and legislative branches have an odd overlap which derives from French/Spanish civil law as well as English common law. It's basically like bench warrants to enforce subpoenas. It doesn't look as bad on the inside as it does on the outside, but it smells a little Santa Anna-ish when connected with the idea of poking holes in the boat of democratic republicanism.
