If the suicidal tendencies are due to major depression, or other psychiatric diagnosis?
If so, it looks like a NAMI or civil liberties pro bono case. They might even be able to keep her identity out of the media (as in, Jane Doe, etc.)
I don't know much about the legal aspects. Could anyone with more knowledge chime in?
