Kaine and Warner were also viewed favorably whereas McDonnell left in disgrace over ethics concerns and other factors. The state overall has been in better than average shape economically, and urban areas are growing while rural areas are declining in population, generally. For the less engaged voter, they may simply conclude that there is no need to change from the status quo Dem. policies.
