.............The state faces a projected deficit of $680 million in the next biennial budget, potentially jeopardizing already planned projects such as the $836 million expansion of Interstate 39-90 from Madison to the Illinois border.

Walker spokesman Tom Evenson said the governor would increase funding for transportation, but that would be offset by tax cuts elsewhere. He did not say where the money for increasing the transportation fund would come from.

Burke said in a statement that she would set priorities for transportation spending based on public safety and economic development needs and consider all options for making up the shortfall based on what is best for taxpayers.

But that amendment will do nothing to address the transportation fund shortfall...........

It would appear what the Walker spokesperson is saying is that tax cuts will stimulate the economy to the point that revenues to the state (including, ironically, tax revenues) will suddenly increase by billions of dollars to cover whatever paybacks the governor desires to distribute to the road builders and other supporters... as well as making up for the lost tax revenue from the tax cuts...

Honestly, that sounds a little iffy
