Will there be Democratic observers at the Shilling recount?

(Crosspost from 2016 Postmortem)

Democratic senator Jennifer Shilling ended up with only 56 votes more than her opponent out of over 87,000 cast. He has filed for a recount. Even if a full recount of the state doesn't happen, this would be a golden opportunity to have Democratic witnesses observe the votes for president while recounting the senate race. This district is in the LaCrosse area in western Wisconsin.

The recount apparently starts next Monday from what I heard on the radio. Who can make this happen?

Are they recounting everything in the district or just this race? Renew Deal Nov 2016 #1

when observers are independently counting those ballots while watching the official counters do their work, they should also be able to see who was voted for at the top of the ballot. They can keep a tally sheet headed Shilling - Clinton - Kapanke - Trump. During the Kloppenberg-Prosser recount, at least in Milwaukee, observers were allowed to sit across the table from the counters and see everything (upside down, of course).
