Opinion: Ten years ago, when Wisconsin legislators drew voting maps in secret, it cost taxpayers $3.5 million. We need a more open process.

1. If I remember correctly,

the maps were held in the office of the lawyers hired by the GOP to make the maps.

Selected GOP legislators were called in, one-at-a-time, to review the maps of their districts and make suggestions.

In order to see the maps, they had to sign a non-disclosure agreement.

When the maps were brought to the floor was the first time the democratic lawmakers saw the maps and then it was too late, the Republican majority rammed the vote through and (as they say) it was all over but the shouting!

2. The GOP

also claimed they didn't have to turn over any documents during the various lawsuits. That stems from similar shenanigans over the years where they used quasi-private entities for development projects etc. and then claimed exemption from Open Records law because they were not "government agencies". Eventually the courts insisted on records being released and surprise, surprise the law firm claimed the hard drives had been wiped clean somehow. I don't recall how the records snafu eventually concluded but it demonstrates that neither the Wisconsin GOP nor its' public/private partners are willing to be above board on almost any issue.

3. Never concluded.

I don't think the question of the "cleaned" hard drives was ever solved.

Like it has been said recently, the "past" was really a dress rehearsal....
