Why do we pay VAT on toilet paper and toothpaste?

I went to a different supermarket yesterday, and their bill separated out the VAT paid - more than I expected. On inspection of the items, it turns out that both loo roll and toothpaste attract VAT, despite, I would say, being essential items for which there is no substitute, and for which there is little scope for "luxury" spending. Unlike, say, cakes.

What gives?

1. Don't our lives have added value with a simple wipe and a brushing?
