Sherrod Brown(D-OH) and Beto O'Rourke(D-TX) in 2020?

Sherrod Brown(D-OH) wins the 2018 OH US Senate Race.
Mike DeWine(R-OH) wins the 2018 OH Governors Race.
Could Democrats win back Sherrod Brown's OH US Senate seat in a 2022 Special Election if Brown is elected President or Vice President?
Does Beto O'Rourke(D-TX) have to win the 2018 TX US Senate Race to be a viable Presidential or Vice Presidential candidate?

I can see a Beto O'Rourke 2020 run. Whether he wins or loses his Senate bid, he would be a good 2020 pick that Dems can rally behind.
