What is the policy in filling vacant US Senate seats in MD?

If Elijah Cummings had seek the Democratic Nomination for the MD US Senate Class 3 seat in 2016 and won the Democratic Primary and the November General Election. Who will Governor Larry Hogan appoint to the vacant MD US Senate seat?
