I think the most significant barrier to internet voting is the widespread adoption of public-key cryptography. I'm referring specifically to a trust that is akin to the trust that people have now in their house keys or ATM pins, however misplaced it might be. There is far too much cynicism, pessimism, and doubt about "hacking" and fraud to allow for this possibility anytime soon.
