Need help recording small mp4 clips from larger ones using VLC player.

I've done this before with an older version without a problem. But this new version isn't working for me. I can open a long clip and view it, but I can't record a small section of it. It does produce something in my Video folder, as expected, but VLC won't open the file. Anyone have this problem?

I'm using windows 7.
