Windows could not connect to the system event notification service

When I started up my computer it started up okay, but a message came up

"Windows could not connect to the system event notification service"

It seems I can browse the web okay, there is a slight different look to the icons at the bottom of the screen, is there anything I am missing out on?
Will it effect the normal use of my computer? Is it an urgent fix and what could be causing the problem.

But, often enough, when systems power on, there will be some software glitch resulting in some internal services not working properly. There can be outward visible effects such as missing icons.

Try rebooting. If that doesn't work, try a cold start.

These methods solve most ephemeral computer problems.
