resizing to fit avatar

okay so I have a little picture I am trying to resize so the entire thing fits into certain avatar dimensions.

I tried resizing it in paint.net and in MS Paint. still didn't work.

Tried using Shrinkpictures.com -- still didn't work

Tried using Picasion.com -- still didn't fit.

it shrinks the kb - even makes it tinier in pixel size yet it still doesn't fit.

what am I missing?

So be sure to download the Plugin pack as well as the program. Not only does it give access to many, many image formats, you get extras like "Save for Web."

I have PhotoShop at home, and Lightroom on the laptop I took to the UK, but when that laptop crapped out, I downloaded Irfanview and downsized the pictures for my blog with it.
