EUREKA, found the answer to Screen Mirroring: on tv go to MENU NETWORK SCREEN MIRRORING - voila!1

STEP 1: On the Smart tv remote, go to MENU, then NETWORK, then SCREEN MIRRORING.
STEP 2: On the android, on the home screen, swipe down for part of the menu, swipe down again for the rest of the menu, then swipe LEFT for the last part of the menu, where you enable SMART VIEW.

And voila, *immediately* your android screen on the tv monitor. This allows me to *TOTALLY* cut the cord by getting the phone apps for MSNBC, CNN, which was all I wanted from satellite, and much more, then put them on the tv. Goodbye to EchoStar, TurnerVision, and Dish, lo, these 30 years!1

*** EDIT: Everybody? knows:: direct cable connection, HDMI end to tv, "c" end to phone.

********ORIGINAL O.P. TITLE: Asking how to Screen Mirror from android to smart tv - or maybe also to laptop

Here's the deal: in this thread https://www.democraticunderground.com/10181310183 somebody kindly furnished a link to MSNBC & CNN, https://www.livenewswatch.com/

So would like to Screen Mirror to the tv? Yes, can get the outlets on the android and the laptop, but my m.o. has been to be on the laptop doing DU or other while MSNBC is on the soon-to-be-gone Dish on tv. I could let it play on, on the phone while on the laptop. On the laptop, the tab would be out of sight while in another tab.

I've got "Visibility" and "Nearby Device Scanning" ON on the phone (I don't know if those matter). And have tried "Smart View" while trying to get the Mirror thing going.

Have been able to Pair the android and the laptop, but the phone takes up the whole laptop screen, without other tabs. Bookmarking the link lets me have the website in one Tab and work with other tabs.

********Hookay, just cannot get the tv Screen Mirror to work. Have Roku. Can change the Source on the tv remote, but then all I get is a window telling me to do something to the device (android) and if it's not in (phone?) Settings, can't do it? HALP?!1 tia

3. I've got Miracast on my Smart TV....

.... And downloaded Miracast app to my phone and tablet. I wanted to cast a football game from the CBS sports app so my grandson wrote down instructions for me. Should work for any program you want to cast, assuming you can download the Miracast app to your smart TV if it's not already on there.

Press smart Central
Press right to Miracast
On phone go to Miracast shortcut
Press - cast screen now
Go to program choice on phone, tablet, computer.

To exit:
Go to phone, tablet, computer home screen
Press Miracast shortcut
Press connect now
Press disconnect

If none of this does you any good, make a side note never to listen to this guy again.

THERE. IS. THE. ANDROID. ON THE BIG SCREEN! Goodby to 30 years of satellite - Echo Turner Dish!1 Take that for increasing the prices every couple of years!1 

*****ON EDIT: Forgot the 2nd step:: After the tv, on the phone, swipe down twice, then enable "Smart View". Then voila.
