Trying to download 1800 photos from old iPhone

to iCloud before I set up new phone for husband. He has a 6 and now brand new. I did back up and it only transferred 172 pics.

I have watched YouTube videos, read info and stuck. Everything it said to set up I set up in settings.

He had iCloud turned off, he is not tech savvy and I am better but...

I turned iCloud on I clicked and selected all pics and hit iCloud link. Was I supposed to click something else? I don't see any link for a download.

... It does take a while to sync to the iCloud (faster over wi-fi). Plug the phone into a charger, and change settings on the iPhone so that it doesn't go to sleep. Go to Settings > Display & Brightness > Auto Lock OFF

You can check your photos on the iCloud.com website... Once they are all there... They should sync to the new phone logged into the same iCloud account. Once they are all seen on iCloud.com, you can be sure all was backed up from the old phone.

There isn't enough space on a free account to back up a full iPhone.. I thought Apple made an exception for Photos, but maybe not. Maybe upgrade to a 1TB account?

Make sure the iPhone is logged into iCloud. Shut it down completely. Restart it. (if you haven't already tried).

Also, you can restore a new iPhone by holding it nearby an old iPhone... Both must be on the same wi-fi network. This option is presented during the set-up process.

They need to be uploaded from the old iPhone to iCloud before they can download to the new iPhone.

In my experience... If they are both logged into the same iCloud account... It will sort itself out eventually as long as the old phone remains on.

But, since you just got a new phone... Apple Support should be able to help you, too. They are pretty efficient.
