Most browsers (perhaps all) will stop supporting Flash at that time.

HTML5 largely got rid of the need for Flash and the Adobe Flash authoring tool (now "Animate" ) has been able to publish animations as HTML for a few years now.

So if you're looking for something to replace it as a reader? There is no longer a need.

If you're looking to replace the authoring tool (for creating such content), Adobe retains a toolset for such content creation.

The plan is to move flash apps over to html5. It's been baked into web browsers for a while now so all that's needed is for our favorite websites to change their flash content over to html5. At some point there will probably be programs available to play old flash content like the one here https://bluemaxima.org/flashpoint/.
