Links opening new little, tiny windows.

Usually I click on links and they open a big window that is offset from the main window.

But today, after performing a restart, links are opening in little windows that I then have to expand.

Is there something I did to make this happen? Is there something I can do to fix it.

I am using Safari and don't see anything in preferences that addresses this.

This happened previously, then it reverted back.

I am clueless.

I have noticed that not all browsers size consistently to the screen on a green dot.

Instead I have to drag the lower left.

To be clear, I have to close ALL windows for that browser first and make sure that when I quit that application I did so with a full screen view.

If I restart having had the browser windows opened to a true full screen view, then on my next use of that app, it refreshes in that fullscreen mode.
