Could DC statehood hurt Republican's chances of regaining control of the US Senate?

The majority(Democratic) party needs 52 seats with the US Presidency, 53 seats without the US Presidency.

as to whether a Constitutional Amendment is required. If so, forget it anytime soon. If not, it’s possible.

BUT I do believe the constitution requires a two thirds vote in Congress, which is pretty impossible.
