Incumbency, and Republicans got a strong infrastructure in WI that can sway things if Democrats stay home.

Van Hollen is a lock, unless Hogan decides that he's going to run for Senator. But Hogan has his eyes on being the standard-bearer of the Never Trumpers in 2024.
