Xavier Becerra is the most experience candidate for statewide and national office.

Served 24 years in the US House.
Held various leadership positions in the US House.(House Democratic Assistant to the Leader, Vice Chair of the House Democratic Caucus, and Chair of the House Democratic Caucus.)
Served 4 years as CA Attorney General
Served at least 2 years as US Secretary of Health and Human Services.
Is very charismatic.
Is a mainstream progressive.

Newsom appointing Becerra to the US Senate will be a very smart move.
Padilla, the soon to be Senior US Senator of CA can build up a lot of seniority in the US Senate.
Becerra has more experience than Padilla.
