Vermont, Delaware, and Mississippi have never elected a congresswoman.

And, any state that is not blue or purple has never had a female senator. 22 state have never had a Senator (including Vermont). States that have elected a female senator at one time:

So it's somewhat excusable in their cases.

Mississippi is a different matter.
