Rachel doesn't exonerate HRC vis-a-vis the IG 's report, but does explain how the whole process was absolutely ridiculous.

Not exactly.
The description of the 'print & file' ruling is embarrassing. As is the heads-up that government offices will be buying an off-the-shelf e-management software program to correct the archival problem. Worse yet, was learning that our nuclear missiles are dependent on 1970 technology--8" floppy discs. What could go wrong???
This is what happens when you refuse to spend money to update government technology and infrastructure in all quarters.
Things fall apart. Which merely underscores the GOP philosophy: Government doesn't work, so it should be drowned in a bathtub.
And this, from the the greatest Nation in the world. Any wonder that a clown is running as the Republican nominee? The world belongs to Ronald McDonald. Oy!
